Document 35 - Infringement - Car 10 - Changes made during Parc Ferme

Summary of the Matter
The Stewards received a report from the Technical Delegate (document 33) regarding Car 10 (Pierre Gasly) and determined the following:
- Driver: 10 - Pierre Gasly
- Competitor: BWT Alpine Formula 1 Team
- Session: Qualifying
- Time of Incident: 11:40
Facts
- The team did not cover Car 10 two hours after the chequered flag of the qualifying session.
- The following Power Unit (PU) elements were used and replaced without the approval of the FIA Technical Delegate during Parc Ferme:
- 5th Internal Combustion Engine (ICE)
- 5th Turbo Charger (TC)
- 5th Motor Generator Unit - Heat (MGU-H)
- 5th Motor Generator Unit - Kinetic (MGU-K)
- 7th Engine Exhaust System (EX)
Infringement
Breaches of Articles 28.2, 40.3, 40.6, and 40.9 of the FIA Formula One Sporting Regulations.
Decision
Car 10 is required to start the Race from the pit lane.
Reason for the Penalty
- Article 28.3: The penalty is imposed in accordance with this article.
- Engine Exhaust System (EX): The 7th EX used is within the allowed eight (8) exhaust systems for the 2025 Championship season, conforming to Article 28.2.
- Other Power Unit Elements: The use of other additional elements (ICE, TC, MGU-H, MGU-K) carries a 10-place grid penalty for each, accumulating to a 40-place grid penalty.
- Pit Lane Start Justification:
- Article 42.3 d) states that a driver with more than 15 cumulative grid position penalties must start from the back of the grid.
- However, due to the replacement of PU elements without FIA Technical Delegate approval (breach of Article 40.3) and the failure to cover the car two hours after qualifying (breach of Article 40.6), a pit lane start is warranted as per Article 40.9 a) of the FIA Formula One Sporting Regulations.
Right to Appeal
Competitors have the right to appeal this decision in accordance with Article 15 of the FIA International Sporting Code and Chapter 4 of the FIA Judicial and Disciplinary Rules, within applicable time limits.
