Technical Delegate's Report: Parc Fermé Issues, Part 2

This report details several power unit (PU) component changes made by drivers, which are not in conformity with Article 28.2 of the 2025 Formula One Sporting Regulations.
1. Internal Combustion Engine (ICE) Changes
The following drivers will be using a new ICE, which is their fifth (5th) unit, exceeding the four (4) allowed for the season:

2. Turbocharger (TC) Changes
The following drivers will be using a new turbocharger, which is their fifth (5th) unit, exceeding the four (4) allowed for the season:

7. Exhaust System (EX) Changes
The following drivers will be using a new exhaust system, which is their first (1st) unit, within the eight (8) allowed for the season. However, these changes were made without the approval of the FIA technical delegate.

All listed PU elements were replaced without the approval of the FIA technical delegate. Therefore, car numbers 10 and 06 should be required to start the race from the pit lane according to Article 40.9 a) of the 2025 Formula One Sporting Regulations.
This matter is referred to the Stewards for their consideration.
