Document 56 - Infringement - Car 1 - PU elements and changes made during Parc Ferme

The Stewards, after receiving a report from the Technical Delegate (document 54), have investigated and determined the following regarding Car 1 (Max Verstappen) of Oracle Red Bull Racing during the Qualifying session at 10:35.

Facts:

  • Power Unit Elements Used:
    • 5th Internal Combustion Engine (ICE)
    • 5th Turbo Charger (TC)
    • 5th Motor Generator Unit - Heat (MGU-H)
    • 5th Motor Generator Unit - Kinetic (MGU-K)
    • 3rd Energy Store (ES)
    • 3rd Control Electronics (CE)
  • All of the above Power Unit elements were replaced without the approval of the FIA Technical Delegate during Parc Ferme.
  • The suspension setup of Car 1 was changed during Parc Ferme without the approval of the FIA Technical Delegate.

Infringement:

Breaches of Articles 28.2, 40.3 and 40.9 of the FIA Formula One Sporting Regulations.

Decision:

Car 1 is required to start the Race from the pit lane.

Reason:

  • The penalty is imposed in accordance with Article 40.9 b) of the FIA Formula One Sporting Regulations.
  • Oracle Red Bull Racing changed the suspension setup of Car 1 under Parc Ferme, which is not in accordance with Article 40.9 of the FIA Formula One Sporting Regulations.
  • Due to the unauthorized changes to both the Power Unit elements and the suspension setup during Parc Ferme, Car 1 must start the Race from the pit lane.

Competitors are reminded of their right to appeal certain decisions of the Stewards, in accordance with Article 15 of the FIA International Sporting Code and Chapter 4 of the FIA Judicial and Disciplinary Rules, within the applicable time limits.
