Technical Delegate's Report: Parc Fermé Issues
This report from the FIA Formula One Technical Delegate, Jo Bauer, to the Stewards outlines several infringements related to Parc Fermé regulations during the 2025 São Paulo Grand Prix.
Power Unit (PU) Element Changes
Several drivers have introduced new Power Unit elements that exceed the allocated season limits, which is not in conformity with Article 28.2 of the 2025 Formula One Sporting Regulations.
Internal Combustion Engine (ICE)
- Drivers using new ICE (5th of 4 allowed):
- Car 01: Max Verstappen (Red Bull Racing Honda RBPT)
- Car 31: Esteban Ocon (Haas Ferrari)
Turbocharger (TC)
- Driver using new TC (5th of 4 allowed):
- Car 01: Max Verstappen (Red Bull Racing Honda RBPT)
Motor Generator Unit-Heat (MGU-H)
- Driver using new MGU-H (5th of 4 allowed):
- Car 01: Max Verstappen (Red Bull Racing Honda RBPT)
Motor Generator Unit-Kinetic (MGU-K)
- Driver using new MGU-K (5th of 4 allowed):
- Car 01: Max Verstappen (Red Bull Racing Honda RBPT)
Energy Store (ES)
- Driver using new ES (3rd of 2 allowed):
- Car 01: Max Verstappen (Red Bull Racing Honda RBPT)
Control Electronics (CE)
- Driver using new CE (3rd of 2 allowed):
- Car 01: Max Verstappen (Red Bull Racing Honda RBPT)
Exhaust System (EX)
- Driver using new EX (1st of 8 allowed, but changed without approval):
- Car 01: Max Verstappen (Red Bull Racing Honda RBPT)
All the above listed PU elements were changed during Parc Fermé without the approval of the FIA technical delegate.
Suspension Setup Change
- Car 01 (Max Verstappen) also had changes made to its suspension setup without the approval of the FIA technical delegate.
Recommended Action
Based on these infringements, car numbers 01 and 31 should be required to start the Race from the pit lane, in accordance with Article 40.9 a) of the 2025 Formula One Sporting Regulations.
The FIA Technical Delegate has referred these matters to the Stewards for their consideration.
