Race Director's Event Notes V4

This document outlines general instructions and event-specific procedures for the 2025 Azerbaijan Grand Prix, issued by the FIA Formula One Race Director, Rui Marques.

General Instructions

1. Laps during Qualifying and Reconnaissance Lap(s)

  • Slow Driving Prevention: Drivers must stay below the maximum time set by the FIA between Safety Car lines during in-laps (Qualifying) and reconnaissance laps (Race).
  • Maximum Time Notification: Teams and drivers will be informed of the maximum time after the Second Practice Session.
  • Penalty for Slow Driving: Exceeding the maximum time from the Second Safety Car Line to the First Safety Car Line on any lap during qualifying or reconnaissance laps may result in being deemed to be driving unnecessarily slowly. This includes in-laps and out-laps.
  • Regulations: This does not supersede Articles 33.4 and 37.5 of the Sporting Regulations, which apply to the entire circuit, including the pit lane.
  • Investigation: Incidents will normally be investigated after the Qualifying session or the Race.

2. Parc Fermé

  • Camera Operation: Parc Fermé cameras must always be uncovered and operational.

3. Lapping during the Race

  • Faster Driver Priority: Slower drivers must allow faster drivers to pass at the first available opportunity.
  • Marshalling System: The F1 marshalling system provides pre-warnings:
    • 3.0s Warning: When a faster car is within 3.0s, the team of the slower car should warn their driver.
    • 1.2s Warning: When a faster car is within 1.2s, blue light panels, blue cockpit lights, and timing monitor messages will be shown, requiring the slower driver to allow an overtake.

4. Article 55.15 SR (Safety Car Restart)

  • Accident Prevention: After safety car lights are turned out, drivers must proceed without erratic acceleration or braking or any maneuvers that endanger others or impede the restart.

5. ERS Safety Check after Covers Off

  • Procedure: Each morning, after covers are removed under parc fermé conditions, teams must connect the umbilical to their cars and start telemetry data logging to check ERS safety status.

6. Pit Lane Safety

  • Discipline: Pit lane and track discipline are consistent across all sessions.
  • Personnel Access: Team personnel are only allowed in the pit lane when required to work on a car and must withdraw once work is complete.
  • Race End Access: After the race, once all cars have entered Parc Fermé, the message "ALL PASS HOLDERS MAY ACCESS THE PIT LANE" will signal that Article 34.13 requirements no longer apply, allowing all pass holders (excluding
