- Infringement: Breach of Article 19.2 c) of the FIA Formula One Sporting Regulations.
Decision:
- The competitor (Aston Martin Aramco F1 Team) is fined €25,000.
- €15,000 of this fine is suspended for a period of 12 months from today's date.
- The suspension is conditional on no further breach of any part of Article 19 during that period.
Reason for Decision:
- Report from Media Delegate: The Stewards received a report stating that Fernando Alonso (Car 14) did not attend the Friday Fan Engagement activity.
- Team's Explanation: The team representatives and the driver informed the Stewards that the team had advised the driver he was not required for the activity due to not having driving duties during FP1. They stated that a reserve or other team driver would attend instead.
- Importance of Fan Engagement:
- The Stewards acknowledge that appearing at such events can be inconvenient for drivers, especially with a 5-hour gap between the Fan Engagement and FP2.
- However, they emphasize that fans are the core of Formula 1, and this importance is reflected in Article 19 of the FIA Formula 1 Sporting Regulations.
- The FIA Media Delegate's report highlighted that many fans waited for several hours in the heat to see the drivers.
- Competitor's Failure: The non-appearance was deemed a failure by the competitor, leading to a significant fine.
- Fine Allocation Recommendation: The Stewards recommend that the fine proceeds be used, at the FIA's discretion, to encourage fan involvement in motorsport in the region, either as officials or through grassroots activities.
- Mitigating Circumstances & Proposal:
- The Stewards considered and accepted a proposal from the competitor.
- Proposal: Fernando Alonso will attend the fan zone this weekend, distribute signed team caps to fans wearing Aston Martin apparel, select two fans for a garage tour, allow them to view a session from the garage, and meet both drivers for a photo opportunity.
- The Stewards require a report from the competitor confirming the implementation of this proposal.
- Suspension of Penalty: In light of the accepted proposal, the majority of the penalty has been suspended.
Right to Appeal:
Competitors have the right to appeal this decision in accordance with Article 15 of the FIA International Sporting Code and Chapter 4 of the FIA Judicial and Disciplinary Rules, within the applicable time limits.
Decisions of the Stewards are independent of the FIA and based solely on relevant regulations, guidelines, and evidence.
